Does anyone know the statutes of limitations on what number the offense, 1st,2ND, 3rd on a drug poss.chg?

possession of pot in '94, arrested for possession of meth '06. Can I be charged for 2ND offence poss. schedual II because of the poss. of schedual I 13 years ago? And what is the statute of limitation on the pot charge in '93?
